The Russian government may ban the export of grain from the Russian Federation if their reserves drop to 10 million tons, they report “News” with reference to the protocol of the working group on non-tariff regulatory measures in foreign trade of the subcommittee on customs-tariff and non-tariff regulation dated November 3. The publication claims that the meeting was attended by representatives of the Ministry of Agriculture, the Ministry of Economic Development, the Ministry of Finance, the Federal Antimonopoly Service, the Federal Customs Service and other services. The Ministry of Agriculture confirmed to the publication that the export ban is allowed.
“The subcommittee reviewed and decided to instruct the Ministry of Agriculture to monitor the residues and, if they are reduced to 10 million tons, to send the relevant materials to the Ministry of Economic Development and the Ministry of Industry and Trade to consider the issue of establishing a ban,” the Ministry of Agriculture told Izvestia.
The publication, citing the position of the Ministry of Agriculture, reports that 10 million tons of grain will be enough for Russia for 1.5 months. The critical stock, upon reaching which it is proposed to ban exports, is calculated on the basis of annual consumption in Russia, which amounts to 80–85 million tons of grain, follows from the document.
On November 1, on the portal of regulatory acts, the Ministry of Agriculture published a draft resolution of the Russian government, according to which Russia may introduce a ban on the export of durum wheat from December 1 of this year to May 31, 2024. As stated in the draft document, the measure is necessary to ensure food security in the Russian Federation. The ban should not affect supplies within the framework of international humanitarian assistance, intergovernmental agreements, transit, as well as exports to Abkhazia, South Ossetia and Belarus.
