The repurchase of aircraft leased from foreign companies is under threat, since Russian air carriers – “Ural Airlines” and iFly have not yet received funds from the National Welfare Fund (NWF) for these purposes. About it reported “Kommersant” with reference to sources.

In particular, after the deal is closed, Ural Airlines should receive 19 of their Airbuses, the cost of which is estimated at 28–33 billion rubles, and iFly should receive 3 A-330 aircraft worth about 9–10 billion rubles. The airline declined to comment further.

To re-register aircraft from foreign lessors into Russian ownership, companies had to make payments by the end of September – until this time, licenses from the US Treasury Department’s Office of Foreign Assets Control (OFAC) are in effect, which allow payments to be made. In the summer, Russian air carriers agreed with the Ministry of Transport to receive funds from the National Welfare Fund for these purposes; the money was supposed to go to the leasing company NLK-Finance (controlled by Rosaviation) “by the twentieth of September,” and only then to foreign lessors. However, as of the evening of September 26, this had not happened.

According to a government source, the National Welfare Fund has reserved 202 billion rubles for the purchase of aircraft. Of these, almost half is allocated to transactions with Ural Airlines, iFly and S7. The latter airline is awaiting approval of the transactions by all parties. The remaining about 100 billion rubles. will be distributed in 2024.

In March of this year, the Minister of Transport of the Russian Federation Vitaly Savelyev reported on the allocation of 300 billion rubles. for the purchase of aircraft leased by Russian airlines from foreign lessors.
