The Belgian Ministry of Finance issued a license to an individual with Russian citizenship and a residence permit abroad to transfer frozen assets from the accounts of the National Settlement Depository (NSD). The appeal was individual, and not from a broker, the assets are allowed to be transferred to a non-sanctioned depository, Tatyana Neveeva, partner at the law firm BGP Litigation, told RBC Investments.
“It could have played a role that he already had accounts abroad in foreign banks,” Ms. Neveeva said. She added that the license was received today, March 15.
The European Union imposed sanctions against NSD in June, and in August the European Commission allowed settlements with NSD in the event that it does not receive benefits. In September the EU informed about the lawsuit filed by NSD with a request to lift the blocking sanctions. In December Belgium issued permission to unlock NSD’s assets. In January, the Belgian Ministry of Finance started to consider applications from Russian brokers.
