The waste sorting and recycling company RT-Invest, the largest waste operator in the Moscow region, is discussing the transfer of its assets to regional authorities. Discussion of the issue confirmed RBC in the government of the Moscow region and in the press service of RT-Invest.

One of RBC’s sources said that RT-Invest’s assets could be transferred to the authorities for “a conditional price, for example, a ruble.” The deal involves the transfer of eight structures: among them companies with the status of re-operators, carriers and managers of waste processing complexes. RT-Invest explained this decision by concentrating on the project of building four thermal waste treatment plants.

“The transfer of the company’s assets associated with regional operators and waste processing complexes located near Moscow is under discussion with the regional authorities and representatives of the supervising federal authorities,” the RT-Invest press service reported. The company noted that the change of owners will not affect the sorting and removal of waste.

The structure of RT-Invest, the management company Regional Operator, includes Ruzsky, Kashira and Sergiev Posad operators located near Moscow. Currently, RT-Invest is building four waste incineration plants in the Moscow region with a capacity of 2.8 million tons per year (and one in Tatarstan). They should be launched in 2024. According to information on the company’s website, in 2019, RT-Invest became the largest waste management operator in the Moscow region. The company serves three of the seven clusters into which the region is divided. The volume of waste in these clusters exceeds more than 60% of the waste volume in the region.

The founder of RT-Invest is the Tsaritsyn Capital company, founded by the former development director of the Russian Venture Company Andrey Shipelov. Now Andrei Shipelov, who holds the post of CEO of RT-Invest, has 35% of the company, 25.01% was received by Rostec, and in 2017 another 39.99% was bought by the former deputy general director of Rostec Sergei Skvortsov.
