The head of the Rostec subsidiary asked military prosecutors to check an employee of the Ministry of Emergency Situations

General Director of the National Center for Informatization (NCI; part of Rostec) Konstantin Solodukhin said RBCthat he turned to the Investigative Committee and the Main Military Prosecutor’s Office with a request to check the “illegal” actions of the Deputy Director of the Department of Information Technologies and Communications of the Ministry of Emergency Situations Denis Kormakov, the expert of the Voskhod Research Institute Alexey Babanin and the employee of the Central Database of Measuring Equipment of the Ministry of Emergency Situations Dmitry Belokonev.

Konstantin Solodukhin asked to check their actions under articles of fraud on an especially large scale (Part 4 of Article 159 of the Criminal Code of the Russian Federation), abuse of office (Part 3 of Article 285 of the Criminal Code) and forgery of documents (Part 1 of Article 327 of the Criminal Code) in connection with with the assessment of the state contract for the implementation of the hardware and software complex (HSC) “Safe City”. Mr. Solodukhin believes that the damage from their actions amounts to more than 670 million rubles.

As Kommersant reported, the Moscow Arbitration Court will re-consider the claim of NCI, which expects to receive payment from the Ministry of Emergency Situations for carrying out the fifth stage of research and development work. Based on the results of the first four stages of work, no violations were found. However, the Ministry of Emergency Situations refused to pay for the work on the fifth stage due to the examination initiated by the department.

Subsequently, the Ministry of Emergency Situations presented 33 official comments. According to Kommersant’s sources, the Main Military Prosecutor’s Office, after checking the legality of spending funds, found no violations. The comments concerned the testing and use of foreign software, but this was not prohibited by the technical specifications.
