The Minister of Digital Development Maksut Shadayev said that there was no need for a special program for the return of departed IT specialists to Russia. According to him, they return on their own.
“The good news is that while we were working, they began to return, and we see this in all indicators of recruiting sites. Such a separate program was not required. We are talking with IT companies – they say that many are returning on their own,” Mr. Shadayev said at the CNews Forum Cases 2023 conference (quoted by TASS).
As the head of the Ministry of Digital Development specified, the exact number of IT specialists who returned to Russia will be specified in one to two weeks. However, according to him, “the figure is quite significant.”
December 20, 2022 Maksut Shadayev saidthat there are about 100 thousand Russian IT specialists abroad (about 10% of the total). At the same time, according to him, 80% of them continue to work for Russian companies and are in friendly countries.
In January of this year, Presidential Press Secretary Dmitry Peskov pointed outthat Russia needs to create conditions for the return to the country of “rare and valuable” specialists, including those from the IT industry. Deputy Chairman of the State Duma Committee on Information Policy Anton Gorelkin (United Russia) proposed extending the preferential mortgage program to IT specialists who were relocated from the Russian Federation by foreign employers and who then fell under layoffs. Also suggested to encourage specialists by providing them with guaranteed armor from being drafted into the army and paying for a flight to Russia.
