A reduction for indirect lines (nephews, nieces, grandchildren, children of spouses) was to be created in the name of “the transformation of families”. But, apart from the fact that the measure would be complex to implement, the executive does not want to open a new front on a subject that is often sensitive in public opinion. Especially since the energy crisis went through it and that the measure, estimated at the time around 3 billion euros, would widen the deficit a little more.
On the expenditure side, precisely, it becomes clear that, even refocused on the most modest, the tariff shield intended to contain the soaring prices of gas and electricity will weigh heavily on the public accounts. Without this device, the government estimates at 100% the increase that the French would suffer in 2023 on their gas and electricity bills. The preferred scenario would be to limit it to around 15-20%, by granting an energy check to households in difficulty. In comparison, this year, the price shield (nearly 28 billion euros taking into account the fuel discount) made it possible to cover the difference between a 40% increase in electricity prices and the threshold blocking decided by the government (4%). There will therefore be more increases to amortize in 2023.
Each ministry must do its part
On the subject of superprofits, which mobilizes the left, if Emmanuel Macron said he was in favor of a “control mechanism” and “contribution” at European level, on Monday September 5, in order to limit speculation by energy operators, the executive ruled out the creation of a national tax for the time being. The government is keeping its mantra (no tax increase) but says it is, on the other hand, open to the establishment of a green fund topped up by large voluntary companies.
