The Federal Antimonopoly Service (FAS) has prepared a draft government decree, which refers to the specifics of information disclosure by natural monopoly entities that transport oil through pipelines. According to the document, it is planned to limit the disclosure of information by Transneft until July 2024, reports Interfax.
“The purpose of the proposed regulation is to minimize the risks of increasing sanctions pressure on consumers of oil and petroleum products transportation services,” the authors of the amendments explain.
Transneft is the world’s largest oil pipeline company, owns 68,000 km of main pipelines, more than 500 pumping stations, more than 24 million cubic meters. m of storage tanks. The company transports 83% of oil produced in Russia and 30% of oil products produced in Russia.
The current legal regulation does not allow a natural monopoly entity to independently regulate the process of disclosing data on its activities. The amendments followed the appeal of Transneft, on behalf of Deputy Prime Minister Alexander Novak.
Information about its activities now disclosed by Transneft in the public domain can be used to strengthen previously introduced restrictive measures, the summary report says. Changing the procedure and timing of information disclosure by the company involves the temporary withdrawal of data from public access and their provision at the request of interested parties, taking into account the preservation of confidentiality. These requirements do not apply to information on tariffs for Transneft services.
As of January 1, 2021, oil and gas condensate production in the Russian Federation was carried out by 285 organizations that may be consumers of oil transportation services. It is assumed that the decree will come into force on March 1, 2023 and will be valid until July 1, 2024 inclusive.
