Prime Minister Mikhail Mishustin, at a meeting with members of the Federation Council, said that the government would consider a proposal to impose an excise tax on all ethyl alcohol produced in Russia. In particular, the initiative to introduce an excise tax was made by the chairman of the Federation Council, Valentina Matviyenko.
“As for the details related, among other things, to the proposals of the Ministry of Finance on excises and everything else, such instructions will be given. We will certainly consider in the government what else can be done here, ”said Mr. Mishustin (quoted by TASS).
The Prime Minister noted that issues related to the organization of retail trade in alcohol are already being worked out. “This is a very important moment, there are many nuances. Here, together with you, colleagues, the legislation has been amended. Starting September 1, consumers will be able to verify the authenticity and quality of their purchases, including low-alcohol drinks,” he added.
Speaking about the need to impose an excise tax on all ethyl alcohol produced in Russia, Valentina Matvienko suggested providing for subsidies for alcohol used in medical institutions. “It is necessary to impose an excise tax on all ethyl alcohol produced in the country, to equalize so that there is no difference and cheap ethyl alcohol for illegal vodka. At the same time, the payment of excise tax on alcohol purchased by healthcare institutions should be subsidized by the state,” she said.
Ms. Matvienko drew attention to the fact that in Russia there is ethanol produced for alcoholic beverages, which is taxed, as well as one used for the medical and perfumery and cosmetic industries, which is not subject to excise duty. “As a result, the cost difference between these identical spirits is more than 80%. The Ministry of Finance has all the calculations, there is a readiness to implement. There is no other way to deal with this problem,” the parliamentarian noted.
In April, Russian President Vladimir Putin signed into law a law imposing up to ten years in prison for trafficking in methanol disguised as alcohol. In addition, from September 1, 2023, a law will come into force that obliges all manufacturers of beer, beer drinks, cider to be registered in the Rosalkogolregulirovanie register in EGAIS.
