The government wants to limit the transport of liquids for vapes to 20 milliliters

The Government Commission for Legislative Activities has approved amendments to the Federal Law “On protecting the health of citizens from exposure to second hand tobacco smoke…”, prepared for the second reading, which imply a restriction on the import of unmarked 20 ml vape liquids into the Russian Federation, follows from an official statement dated 4 June. Vedomosti got acquainted with its text. It says that these amendments have already been agreed upon by the Ministry of Industry and Trade and the Ministry of Economic Development. The first ministry confirmed this, the second did not respond to the request.

The draft itself on limiting the movement of nicotine-containing products was considered by the State Duma in the first reading at the end of February 2023. Then it was assumed that citizens would be able to import into Russia and use within the country and on the territory of the Eurasian Economic Union up to 50 ml of unmarked nicotine-containing liquids. For illegal transportation above this volume, it was proposed to introduce the same fines as for alcohol (up to 10 liters are allowed) and tobacco products (200 cigarettes, 50 cigars or 250 g of tobacco): from 15,000 to 25,000 rubles. with confiscation of products. However, the Ministry of Agriculture tightened the requirements for the second reading, reducing the permitted volume of nicotine-containing liquids to 20 ml. He also added restrictions for nicotine-free mixtures (flavored water for making liquid for vapes) – up to 250 ml per adult. The date of the second reading has not yet been determined.
