The Government of the Russian Federation has identified the main initiatives of the communications development strategy

The government approved the main legislative changes that will be enshrined in the Strategy for the development of the communications industry until 2035, about this on Wednesday in its Telegram-the channel said State Duma deputy Alexander Khinshtein. He clarifies that 25 out of 115 initiatives were included in the final list.

The Ministry of Digital Development, together with the largest telecom operators, has prepared a preliminary version of the industry development strategy until 2035 (see. “Kommersant” from May 19). Over the past ten years, its contribution to GDP has halved to a thirty-year low. According to the authors of the document, in the near future, market growth will be helped by the accession of new territories to the Russian Federation, the interest of developing countries in domestic solutions and the rejection of outdated technologies, including 3G.

Thus, the list of necessary legislative changes includes the following initiatives: ensuring non-discriminatory access for placing communication networks on the infrastructure of related industries, changing the procedure for licensing communication services (issuing a license for technology), simplifying the mechanism for revoking licenses, new standards and mandatory requirements for ensuring the stability of communication networks .

Proposals were also made to share communication networks to build converged communication networks and provide services, dynamic management of the radio frequency spectrum, as well as exemption from the conversion fee for those who invest in UDN (a program to bridge the digital divide).

According to Mr. Khinshtein, initiatives were also approved to provide tax incentives for satellite manufacturers, reimburse costs for IT companies that invest in the material and technical base of digital universities, as well as develop mechanisms for creating military training centers on the basis of industry universities.

In addition, as part of the strategy, it is proposed to introduce an additional mechanism for accrediting online programs of additional professional education with the involvement of specialized universities. “In addition to these initiatives, 87 additional proposals have been prepared, which can be worked out separately.
