The authorities decided to introduce an export duty on coal from March 1 in the amount of 4–7% of the customs value, depending on the dynamics of the ruble exchange rate, follows from a statement from the White House. This duty was already in force at the end of last year, but was canceled on December 27, 2023. The new duty is valid until February 28, 2025.

The abolition of the exchange rate duty was intended to support exporters, primarily of thermal coal, who suffered from lower prices on world markets. However, after the abolition of the duty at the end of last year, the Ministry of Finance came up with an initiative to increase the mineral extraction tax on coal by 380 rubles. per ton. The ministry explained this by the need to compensate for shortfalls in budget revenues in the amount of approximately 30 billion rubles. per quarter. At the moment, it is unclear whether the return to the duty option means that the mineral extraction tax will not be increased.
