The government is preparing a law on licensing foreign software in Russia

The Ministry of Digital Development is developing a draft law, according to which foreign software, the developers of which have stopped working in Russia, can be licensed by force. As Kommersant learned, the ministry is proposing a mechanism that will give Russian companies the opportunity to transfer payment for the use of software to special accounts on demand of the copyright holder.
Dmitry Nikitin, director of the IT industry development department of the Ministry of Digital Development, sent a corresponding letter (Kommersant has it) to the Public Consumer Initiative on December 12. The materials of the letter note that after the departure of foreign software developers from Russia, the issue of its use “acquires particular relevance and requires regulation.”
According to Kommersant’s information, Deputy Minister Maxim Parshin said during a meeting on December 28 that the initiative “is being worked out in a mode closed to the market,” while we are talking about “a separate bill.” In Mintsifra “Kommersant” did not comment on this information.
