The government has limited government purchases of foreign vacuum blood tubes

The Russian government has approved the proposal of the Ministry of Industry and Trade to reduce government purchases from some foreign companies of vacuum tubes for taking blood samples. The Ministry of Industry and Trade claims that this is due to an increase in the production capacity of Russian manufacturers. The restrictions will come into force in December.
“The list of foreign industrial goods subject to restrictions on government procurement is being expanded with certain types of vacuum tubes for collecting blood samples IVD (in vitro diagnostics) – in addition to those for which such restrictions already began to apply in February of this year,” it says in a message from the ministry (quoted from RIA Novosti).
The Ministry of Industry and Trade explained the reduction in government purchases of foreign test tubes by the fact that the production capacity of Russian manufacturers for the corresponding goods has increased. “Today they make it possible to cover the needs of the healthcare system, without at the same time reducing the quality of medical care provided to citizens,” the department added.
It is argued that the resolution will expand the production potential of Russian enterprises and bring domestic products to markets at reasonable prices. In addition, it is assumed that the deferred date for the entry into force of the document – December 2023 – will ensure a systematic transition for all participants in the contract system to apply the changes.
The Russian authorities intensified their work on import substitution of substances in the pharmaceutical industry with the start of Russian military operations in Ukraine. After February 2022, the industry faced serious problems with the import of raw materials, which led to higher prices for medicines. The government promised producers of substances preferential loans and priority access to government procurement of drugs based on local raw materials. However, companies are not yet in a hurry to take advantage of the help.
