Funds from the sale of assets of investors from unfriendly countries began to flow into the budget at the end of 2022. Then the subcommittee of the government commission on foreign investment, which approves all transactions with assets of foreign investors, formulated several conditions necessary for approval of the transaction. In particular, upon closing a transaction, it is necessary to send a voluntary contribution to the budget in the amount of at least 10% of the “amount of the transaction being carried out.” At the same time, a requirement was established to sell the asset at a discount of at least 50% from the value determined during an independent assessment.
Later, in March 2023, a subcommittee of the Ministry of Finance adjusted these conditions. In particular, you now need to pay no less than 10% of half the independently assessed market value if the transaction is closed with a discount below 90%, and no less than 10% of the market value if the discount exceeds 90%.
