The government decided to pre-install RuStore even with a ban from OS owners

Pre-installation of RuStore on gadgets sold in Russia is mandatory even in the event of a ban by the copyright holders of operating systems (OS). This is stated in the government-approved domestic application store pre-installation rules. According to the authorities, such a measure will help “to eliminate cases of evasion of the pre-installation of RuStore by manufacturers of technically complex goods.”

According to the regulation, manufacturers of mobile devices must ensure:

• non-discriminatory display on the screen of a single application store compared to similar programs from other developers;
• the same favorable conditions for using RuStore by gadget owners; automatic store update;
• maintaining a single application store after a factory reset and during maintenance of electronic devices.

It is clarified that the version of the pre-installed RuStore “should be free for users at the time of the first inclusion and in the process of use.” “The new decree also supplements the list of classes of programs for mandatory pre-installation with programs whose main purpose is to check product labeling codes,” the document says (quoted by TASS).

RuStore is developed with the support of the Ministry of Digital Development for Android devices. RuStore is included in the list of programs that must be pre-installed on phones sold in Russia.
