The Government of the Russian Federation has obliged the Federal Bailiff Service (FSSP) to maintain a register of debt collectors, which will include banks and microfinance organizations (MFOs) involved in debt collection. The law was adopted by the State Duma in July 2023.

According to resolutionthe government decision will come into force on February 1, 2024.

In July, the State Duma adopted a law to tighten control over the activities of credit and microfinance organizations. From March 1, 2024, the FSSP will monitor the collection of overdue debts of citizens by creditors represented by banks and microfinance organizations. Previously, the service dealt with this only in relation to professional collection agencies included in the register of the Ministry of Justice. It is expected that the number of organizations controlled by bailiffs will increase from 400 to 2.2 thousand.
