French Prime Minister Elisabeth Borne banned members of the government from using WhatsApp, Telegram and Signal messengers and asked them to switch to French analogues – Olvid and Tchap – as measures to ensure cybersecurity, follows from a circular dated November 22, which the TV channel reviewed. As specified in the document, officials need until December 8 to delete all instant messengers that have not passed the inspection of the National Agency for Information Systems Security (ANSSI). The document states that Olvid is the only instant messenger that has received a Level 1 security certificate from ANSSI. The TV channel notes that the application uses end-to-end encryption of messages with the ability to synchronize with another smartphone or computer. The messenger also does not require a connection to a phone number and encrypts user metadata. The circular also allows the use of the French application Tchap, which, unlike Olvid, is not publicly available on the AppStore and Google Play, but was created for French civil servants in 2019.
