The entire amount of support for the construction of wind farms in the Russian Federation at the last competition was taken by the Uralenergosbyt company affiliated with the Finnish Fortum. Renewable energy sources in the Russian Federation are built under a support program: after launch, facilities will receive guaranteed increased payments from the energy market for 15 years. The competition is won by projects with the lowest one-part electricity price, in which the investor includes CAPEX, OPEX and profitability.

In the wind farm sector, the entire amount of support was taken by the Uralenergosbyt company, which had no experience in building renewable energy sources. According to SPARK, 50% of the organization belongs to Fortum (controlled by the Finnish Fortum), another 50% belongs to EK Vostok JSC. Uralenergosbyt is to launch 738.55 MW in 2025–2029. The one-part project delivery price is 4.2–5.7 rubles. for 1 kWh. Planned load (KIUM) – 38%. In “Fortum” they say that they did not take part in the competition: “We do not control OOO Uralenergosbyt.”

Fortum has already built about 1 GW of wind farms in Russia using the equipment of the Danish Vestas, which stopped supplying it to the Russian Federation last year and closed the plant for the production of blades in Ulyanovsk. As a result, Fortum, left without a partner, postponed the launch of about 750 MW of wind farms. The company also abandoned 460 MW of wind farms, which it took in 2021 at record low prices of 1.72–1.99 rubles. for 1 kWh. This quota was again drawn: Uralenergobyt took these projects for 5–5.6 rubles each. for 1 kWh. Since the price has risen sharply, the volume of wind farms has decreased to 55 MW.

The main question is what equipment Uralenergosbyt will use to build wind farms. Several Kommersant sources in the industry say that Fortum is negotiating with Chinese companies to localize equipment in the Russian Federation.

A volume of approximately 2 GW of wind farms (the combined portfolio of Fortum and Uralenergosbyt) may be of interest to foreigners, Kommersant’s interlocutors note.

NovaWind (part of Rosatom), which was considered the main contender for wind farm projects, told Kommersant that they were not yet ready to comment on the selection results. Now Rosatom is the only manufacturer of equipment for wind farms in the Russian Federation: the state corporation produces generators, and recently announced plans to launch the production of blades (see Kommersant on March 28).

Most of the volume of solar generation projects – 776 MW – was received by the Unigreen Power company (controlled by Mikhail Sivoldaev’s Ream Management). The cost of developing projects is 7.5–7.7 rubles. for 1 kWh. KIUM – 17–20%. Solar Systems (beneficiary Mikhail Lisyansky) won 310 MW at 8.3–8.6 rubles each at the tender. The planned KIUM is about 19–21%.

The Association for the Development of Renewable Energy (ARVE) notes that since 2014, the one-part price of SPP electricity, based on the results of all selections, has decreased in 2021 money by 88%, and WPP – by 76%. Director of ARVE Alexei Zhikharev says that competition in the selection has led to a serious reduction in single-part prices – about 30% of the limit set by the government.

The cost of generating selected wind farm projects fits well into the international benchmark, taking into account the adjustment for more expensive capital in the Russian Federation, says Sergey Rozhenko, director of the analytics group in the electric power industry at Kept.

Thus, according to the latest Lazard report, the world average prices for the generation of wind farms are $33–63 per 1 MWh, which is equivalent to about 2.6–5.1 rubles. for 1 kWh. Solar projects selected in the last competition are twice as expensive as the international level: for example, the cost of solar power generation in the world is $43–58 per 1 MWh, or 3.4–4.7 rubles. per 1 kWh, the analyst notes. According to him, in a very limited competition, the price can be determined by the policy of the manufacturer: the amount of capacity and components that the company is willing and able to produce.
