The Federation Council proposed to introduce a mandatory level of taxi localization

The head of the Federation Council Committee on Economic Policy, Andrey Kutepov, has developed amendments to the government decree, which, from 2024, will introduce in Russia a mandatory level of localization of components for new taxi cars cheaper than 4 million rubles. About it informs TASS with reference to a copy of the document sent to Deputy Prime Minister, Head of the Russian Government Staff Dmitry Grigorenko.

From 2024, the author of the initiative proposes a localization level for such taxi cars of at least 1,000 points for performing operations (conditions), from 2026 – at least 2,000 points, and from 2028 – at least 3,000 points. It is also proposed to assess the level of localization of parts of electric vehicles. From 2025, according to the project, it should be at least 1000 points, from 2027 – at least 2000 points, and from 2029 – at least 3000 points.

The explanatory note clarifies that the initiative does not apply to cars already used as taxis. Also, the proposal will not affect cars more expensive than 4 million rubles. business class and above, in particular, Mercedes-Benz cars of classes C and E and their analogues.

Kutepov drew attention to the fact that the points will be available in the car’s electronic passport, so when buying, the company will be able to see the level of localization. The senator believes that the proposed scale will encourage automakers “to gradually deepen localization.” He added that the given level is “realistically achievable”, since some models have previously reached the level of 1000-2000 points. Toyota, HyundaiVolkswagen, Skoda and Renault, which were produced in Russia.

Government introduced points for car localization in 2019. The amount of state support for a car manufacturer depends on the degree of localization. From 2021, the minimum threshold for participation in public procurement tenders is 3200 points, from 2024 it will increase to 4500 points.

You can get points for various technological operations in the production of cars in Russia. For example, 400 points are awarded for body welding, up to 300 points for painting. When using Russian metal, you can get 200 points and so on.
