The Federation Council approved a law according to which the Moscow City Court will be the first instance for considering and resolving administrative cases on restricting access to social networks and instant messengers. Other courts will also be able to hear and resolve administrative cases “that are operated on the Internet.”
Under the current law, the Moscow City Court is the first instance in cases of restricting access to online cinemas.
Amendments will be made to the Code of Administrative Procedure of the Russian Federation. The Moscow City Court will be able to consider and resolve administrative cases on restricting access under the provision “exercising judicial control over observance of human and civil rights and freedoms, the rights of organizations.”
The State Duma adopted the law on November 22. On the same day it entered into force.
