The Federation Council approved an increase in Gazprom’s mineral extraction tax on condensate and gas – Kommersant

The Federation Council approved amendments that increase the mineral extraction tax (MET) on gas condensate from Gazprom and gas for the gas holding and independent producers. The amendments are included in the budget-forming tax lawdeveloped by the government.

According to the amendments, the mineral extraction tax on Gazprom’s gas condensate will increase by a factor equal to the Kabdt indicator multiplied by 1.5 (characterizes surcharges for gasoline and diesel fuel, used when calculating the mineral extraction tax on oil). The increase will not apply to Gazprom’s subsidiaries, whose gas production does not exceed 35% of hydrocarbon production.

The Federation Council also approved amendments that, from January 1, 2024, index the mineral extraction tax on gas for Gazprom and independent producers. The amendments introduce two new coefficients when calculating the mineral extraction tax on gas: Kkg2023 and Kkg2024.

Deputy Head of the Ministry of Finance Alexei Sazanov said that by increasing the mineral extraction tax on Gazprom’s gas condensate, compensation for damper payments to oil companies to the budget will be made. The head of the State Duma Committee on Energy, Pavel Zavalny, estimated the company’s losses due to the adoption of amendments to increase the mineral extraction tax in 2025 by 1 trillion rubles.
