On March 13, 2014, Roskomnadzor for the first time carried out a massive pre-trial blocking of websites, applying the provisions of the relevant law adopted at the end of 2013. Telecom operators were sent a demand to immediately restrict access to these resources.

Since then, the number of blocked materials on the RuNet has grown year after year. But in 2023 the trend broke. The number of resources blocked at the request of authorities has decreased. In 2023, Roskomnadzor added 529 thousand pages to the register of prohibited information – 10% less than last year.

At the same time, the amount of materials that social networks and hosting services delete on their own has increased. In addition, blocking began to occur more actively using means installed on the communication networks of mobile operators under the law “On Sovereign Runet”, adopted in 2019.

Among the main blocked categories in the service are fakes about military operations in Ukraine, extremist, pro-drug content, and gambling. In total, today there are 41.6 thousand domains in the registry. Every day this figure increases by an average of 100-200 sites, according to statistics from Roskomnadzor. Most of the decisions on blocking domains are made by the Federal Tax Service. At the same time, the number of unblocked domains per day does not exceed 20.

In the future, the powers of Roskomnadzor regarding blocking may be expanded. On January 25, a group of deputies introduced a bill to the State Duma, within the framework of which it is proposed to transfer the authority to block “mirrors” of pirated sites from the Ministry of Digital Development, which conducts the examination, directly to Roskomnadzor. The authors of the initiative believe that this will shorten the process of restricting access to the resource to two days. In addition, we are talking about obliging all search engines to remove links. Currently, only systems that publish advertisements for Russian users should do this.
