The Federal Antimonopoly Service (FAS) of Russia has opened an antimonopoly case against the companies Rakmate, Moltorg, Maslenitsa and Ecofood, which supply food to hospitals and educational institutions. The preliminary estimate of the initial maximum value of the contracts was more than 1.2 billion rubles.

“Companies participated in procurement for food supplies. The auction was held for the needs of municipal institutions, including budgetary medical and educational organizations, as well as preschool institutions in the city of Moscow, the Moscow region and the Republic of Dagestan,” says the message on website FAS.

According to the department, companies won bids by submitting imaginary contracts as part of their bids. To confirm the experience of the organizations, they entered into agreements with each other.

If guilt is established, organizations face turnover fines provided for in Part 2 of Art. 14.32 of the Code of Administrative Offenses of the Russian Federation (anti-competitive conspiracy when participating in procurement). Companies face fines ranging from 10% to 50% of the initial maximum contract value.
