The government discussed the possibility of increasing the down payment on a preferential mortgage from 20% to 30%, they reported “Izvestia” three sources. One of the interlocutors clarified that the 30% parameter is not considered for all programs with state support.

The head of the State Duma Committee on the Financial Market, Anatoly Aksakov, said that an increase to 25% is being discussed. According to him, preferential programs may be left only for certain categories of borrowers. Tightening the requirements for preferential mortgages, Mr. Aksakov noted, will help reduce demand, which will lead to lower prices for residential real estate.

On the government’s plans to increase the down payment on preferential and family mortgage programs on December 2 reported Deputy Prime Minister Marat Khusnullin. According to him, the purpose of this measure is to reduce the volume of mortgage issuance. By the end of the year, according to his estimates, the volume of mortgage issuance will reach 3.5 trillion rubles.

Since September 20 of this year, the government has increased the minimum down payment for loans issued under preferential lending programs from 15% to 20%. In October, the Central Bank proposed that the government again raise the minimum down payment in order to cool the housing loan market. For preferential mortgage programs the government plans allocate 95 billion rubles.
