The Arbitration Court of the Tomsk Region introduced a monitoring procedure in relation to the oil company Stimul-T (a joint venture of the Irish Petroneft and the Indian Oil India), which was engaged in oil production in the Tomsk Region. A representative of the Stimul-T company reported in court that the tax service’s claims against the organization exceed 200 million rubles. The company’s employees have been laid off, and accounts have been frozen as part of enforcement proceedings.
A representative of the association of arbitration managers “Leader”, Andrei Orlovsky, has been appointed temporary manager of the company. The next meeting to change the procedure is scheduled for March 7, 2024.
An observation procedure is introduced in relation to companies in bankruptcy. It is used to ensure the safety of the debtor’s property, conduct an analysis of the financial condition, compile a register of creditors’ claims and conduct the first meeting of creditors.
On May 12, Petroneft and Oil India initiated their own bankruptcy due to the inability to sell oil after the suspension of pumping on the Nord Imperial pipe in August 2022. On this issue, Stimul-T and Nord Imperial conducted proceedings for violation of agreements on oil pumping.
