The Moscow Magistrate’s Court fined the diving companies International Training and PADI Americas Inc. for 1 million and 1.5 million rubles. respectively, for violating the procedure for localizing user data from Russia (part 8 of article 13.11 of the Code of Administrative Offenses of the Russian Federation). This was reported by an Interfax correspondent from the courtroom.
According to the case file, Roskomnadzor had claims against International Training because of the use of personal data of Russians when filling out a payment form on the agency’s website. Representatives of the company were not present in court.
The protocol regarding PADI indicated that the company uses personal data of Russians not localized in the Russian Federation on its website, in particular, when registering users and using their personal account.
PADI’s defense requested that the proceedings be dismissed, citing procedural violations. They said the company had done everything possible not to collect personal data from Russians, including blocking access to the site under a Russian IP address.
International Training has been in existence since 1994 and is one of the largest diving certification agencies in the world. It is formed by several diving training centers. PADI is the largest professional association for diving instructors, founded in 1966 in the United States. The first PADI diving center in Russia appeared on January 14, 1997.
