Bank of Russia raise from September 1, 2023, premiums on risk ratios for unsecured consumer loans. Thus, it is supposed to increase the stability of banks in the event of an increase in losses on consumer loans: allowances will allow accumulating additional capital stock, which can be used by banks in the future. At the same time, the increase in allowances may lead to some slowdown in the growth of consumer lending, the regulator noted.

The new surcharges will cover 82% of credit card disbursements and 66% of cash loan disbursements. The average markup on newly granted loans will increase from 0.21 to 0.89 (at the beginning of 2022 it was 1.23).

It is unprofitable to give money to clients with high debt burden (PDL), while, at the same time, data As of September 2022, about 14% of the microfinance portfolio was in risky loans. A financial institution is obliged to insure against a loan default, that is, to reserve a percentage of each loan. The more unreliable the borrower, the higher this percentage.

PTI is the ratio of payments on all loans and borrowings of a person to his monthly income.

June 1, 2023 entered into force a new procedure for applying allowances to risk ratios and new requirements for the calculation of PTI. The document clarifies the conditions under which surcharges are not applied on mortgage loans issued to borrowers with PTI not higher than 60%, and also simplifies the procedure for calculating PTI.
