Central Bank (CB) recommended creditors to write off the debts of borrowers who died in the terrorist attack at Crocus City Hall. The Central Bank sent a letter with recommendations to banks, microfinance organizations, consumer credit cooperatives, agricultural consumer credit cooperatives and pawnshops.
The regulator also recommended that creditors provide assistance to victims of a terrorist attack “based on their application, up to complete release from obligations under credit agreements or loan agreements.” Previously, 12 of 13 systemically important banks announced plans to support the victims. In one form or another, debt write-off was directly discussed in VTB (including Otkritie), Alfa Bank, Tinkoff Bank, MKB, Sovcombank, Rosbank, PSB, Gazprombank, Uralsib, St. Petersburg Bank, Post Office bank, MTS bank and others.
