The Bank of Russia proposed reducing by 25% the lower limit of the tariff for compulsory civil liability insurance of owners of most categories of hazardous objects (OSOPO), should from the regulator’s draft instructions. The last time OSOPO tariffs were changed was in September 2022.
Hazardous production facilities include hydraulic structures, liquid motor fuel filling stations, as well as elevators, lifting platforms for the disabled, and escalators. Maximum and minimum tariff rate depend depending on the object type. The highest is provided for coal mines – 2.18%.
At the same time, for insurance of hazardous facilities that use equipment under pressure (boiler houses, thermal power plants, heating networks), the lower limit of the tariff will remain at the same level, and the upper limit will be increased by 25%.
The Central Bank believes that the proposed changes “more accurately reflect the exposure to the risk of civil liability of owners of hazardous facilities, depending on the type of hazardous facility, and take into account the dynamics of the compulsory insurance market that has developed in recent years.”
By data According to the National Union of Liability Insurers, more than half of the incidents involving hazardous facilities occur at thermal power plants. The average payment of compensation to victims in such accidents is 325 thousand rubles.
