The Bank of Russia has registered Financial Platform JSC (owned by CIAN) in the register of financial platform operators, according to site regulator. The “financial platform” is engaged in online approval and decisions on mortgages and consumer loans, follows from the information on site marketplace. The service is currently in test mode.
According to sources “b” last September, CIAN applied for inclusion in the register of financial platform operators of the Central Bank at the end of 2021. According to Kommersant’s interlocutors, the group plans to create a niche mortgage marketplace. To do this, Maxim Melnikov, CEO and co-owner of CIAN, created Financial Platform JSC with an authorized capital of 100 million rubles in mid-2021, but in December of the same year the company reduced the authorized capital to 100 thousand rubles, sources said.
The Financial Platforms Law came into force in July 2020. According to it, the minimum capital of a marketplace operator must be more than 100 million rubles, it must be a joint-stock company and cannot combine its activities with banking. The decision to include the applicant is made within 30 working days after they provide all the necessary documents.
Currently, the Finuslugi marketplace, VTB registrar, Infinitum depository, Sravni.ru marketplace, Open Financial Marketplace, Open Digital Solutions, Banki.ru and JSC “Finfort MP”.
