The ban on the sale of securities of companies from unfriendly countries to unqualified investors will be in effect until October 1, 2023. He extended by the Bank of Russia for six months – until the entry into force permanent ban for such operations.

The Central Bank emphasized that unqualified investors will be able to purchase securities of friendly countries that are not accounted for through the infrastructure of unfriendly states. It is also possible to purchase foreign securities whose issuers operate primarily in Russia and the Eurasian Economic Union.

Qualified investors have access to:

  • securities issued in hostile countries;
  • securities stored through the infrastructure of hostile states;
  • production financial instruments, where such securities are the underlying asset.

From October 1, 2022, the Bank of Russia introduced restrictions on the purchase of securities of issuers from unfriendly countries for unqualified investors. From January 1, 2023 entered by virtue of a complete ban on the purchase of these securities by inexperienced investors. Also, by decision of the Central Bank, from April 1 is changing order of purchase of securities of companies of friendly countries for unqualified investors. If securities are recorded in unfriendly depositories, the broker is obliged to warn clients about the risks of blocking them.
