The Central Bank’s recommendation applies not only to new investment accounts, but also to the transformation of the “old” IIS-1 or IIS-2, opened from January 1, 2015 to December 31, 2023, into a new one in IIS-3.
“Until changes are made to the Tax Code of the Russian Federation, the previous procedure for providing investment tax deductions will remain, which does not imply the possibility of simultaneously receiving a deduction in the amount of funds contributed to an IIS opened after January 1, 2024, and a deduction in the amount of the positive financial result obtained through operations accounted for on such an IIS,” according to a letter signed by Deputy Chairman of the Central Bank Vladimir Chistyukhin.
Amendments to the Tax Code, which establish the tax regime in relation to IIS-3, were adopted only in the first reading. IIS-3 should combine the tax benefits of IIS-1 and IIS-2. The investor will receive the right to deduct personal income tax on investments in the amount of 400 thousand rubles. annually.
It is also assumed that upon expiration of the minimum period for receiving benefits, the investor will be exempt from tax on investment income on IIS-3. Income from investments in the amount of up to 30 million rubles will have to be exempt from personal income tax. for all agreements for maintaining IIS, closed during one tax period.
