The Bank of Russia has allowed the expansion of opportunities for obtaining the status of a qualified investor based on a set of criteria and their combination. At the same time, the regulator also allows the possibility of officially introducing a property qualification for qualified investors in the amount of 6 million rubles.

Mikhail Mamuta, head of the service for protecting consumer rights and ensuring the availability of financial services of the Bank of Russia, member of the board of directors of the Central Bank, said that the income level of a potential qualified investor will most likely be used as a criterion.

“In our jurisdiction there is not yet such an independent qualification criterion as income level. That is, not property, but income received over the previous year or two. And in most jurisdictions it exists… We are ready to discuss the possibility of its introduction as part of this reform with the market,” Mr. Mamuta said at the NAUFOR conference in Yekaterinburg.

According to him, the Central Bank is also considering the possibility of adding an academic degree to the criterion for obtaining the status of a qualified investor, as well as the possibility of combining the education criterion with other conditions and the possibility of lowering the requirements when combining.

Now, in order to obtain the status of a qualified investor, you must fulfill one of four conditions: have at least 6 million rubles in your account, have experience working in an organization that has carried out transactions with securities, have a diploma of higher economic education or a professional certificate, over the last four quarters, make transactions with securities, futures and options in the amount of 6 million rubles or more.
