Recently, developers have focused on buying out the assets of bankrupt owners: this method of replenishing the portfolio turns out to be cheaper. For example, Petrostil Invest LLC bought a site in the center of Moscow at auction, where instead of the previously planned gerontological center, it is possible to build a premium office or a club house. Experts do not rule out that the company will try to consolidate the neighboring site to increase the volume of development.

LLC Petrostil Invest, owned by the head of the Cypriot RT & I Alexei Mazin, on April 5 bought out at bankruptcy auction 0.03 hectares of land and a building with an area of ​​0.9 thousand square meters owned by Garant Invest Capital LLC. m on Dolgorukovskaya street near Novoslobodskaya metro station in the center of Moscow. RT&I declined to comment.

The ownership structure of RT&I is still not completely clear. Vedomosti, citing the Cypriot registry, previously reported that the company, through Biznestrast LLC, belongs to Pavel Vashchenko, who is associated with the Region Management Company. The real estate market traditionally believes that RT&I is related to people from Rosneft structures. In 2018, RT&I took over most of the assets of Boris Mints’s O1 Group, including O1 Properties. The company’s portfolio includes Nordstar Tower business centers with an area of ​​135,000 sq. m. m, “White Square” (110 thousand sq. m), “Vivaldi Plaza” (100 thousand sq. m) and others. Forbes estimates that RT&I generated $365 million in revenue in 2022.

The site in the center of Moscow cost the buyer only 91.7 million rubles, which is 15% cheaper than the starting price. Now the practice of buying assets at bankruptcy auctions is spreading on the market, says Dmitry Kurbatsky, managing partner of the Dmitry Donskoy financial group. For example, in March, one of the Moscow bakeries of the bankrupt Nastyusha Group of Companies was sold to Opticom for 342 million rubles, much cheaper than its real value (see “Kommersant” dated March 24).

Plots and property sold at auction have a lower value than those sold on the open market, including due to the lack of brokers who need to pay a commission, Mr. Kurbatsky explains. Previously, these sites were supposed to implement a geriatric center with an area of ​​2.7 thousand square meters. m and the construction of a residential building (3.6 thousand sq. m), says the director of the department of financial markets and investments NF Group Victoria Petrova. She believes that the new project will also include housing or apartments and public spaces. Timur Ryvkin, director of the land development department at Nikoliers, estimates that it will be possible to place premium-class and higher housing with an area of ​​4 thousand square meters on the site. m. Investments in such a project will amount to 1-1.2 billion rubles, the expert adds.

Independent expert Andrei Novikov believes that it is unlikely that it will be possible to increase the building parameters and change the type of permitted land use. The adjacent plot looks more like a house adjoining area, agrees Aleksey Dubeikovsky, and the distance to neighboring houses of 10-15 m makes it difficult to build new construction in other volumes.
