The Russian government has introduced a temporary ban on the export of waste and scrap precious metals, a decree on this was signed by Prime Minister Mikhail Mishustin, reported press service of the Cabinet of Ministers.

“The decision will increase the workload of Russian refineries and increase tax revenues. In addition, it will help reduce illegal foreign trade operations related to the export of precious metals,” the statement says.

The ban will be in effect from November 1, 2023 to April 30, 2024.

While restrictions are in effect, it will not be possible to export scrap metal clad with precious metals, other waste and scrap containing precious metals or compounds of precious metals from Russia. Waste and scrap of electrical and electronic products that are used to extract precious metals will also not be exported.

The Cabinet of Ministers introduced a similar ban first in August 2022 – February 2023, and then in March-September of this year. Last August the government also approved new list of scarce strategic minerals. The updated list includes such types of mineral raw materials as helium, phosphates, zinc, rare and rare earth metals, potassium salts, groundwater and graphite.
