The Government of the Russian Federation has improved for business the use of a tool for pre-trial appeal of actions of control bodies through government services. The measure is aimed at reducing the administrative burden on companies, reported government press service.

The Cabinet of Ministers explained that previously it was possible to file a complaint through the pre-trial appeal subsystem only if you indicated the account number of the inspection or other control measure. Now you can appeal an order issued following a preventive visit, indicating the registration number of such a visit or the number of the order.

“The service guarantees transparency of the progress of consideration of applications and allows you to track it in real time,” the message says.

The decree, signed by Prime Minister Mikhail Mishustny, will be published later. In addition, another resolution established the extension of restrictions on inspections and other control activities in new regions until 2026.

At the end of September, Mishustin, in a video message to the participants of the IV All-Russian Forum of Control Bodies, said that in order to fulfill the task of reducing the administrative burden on Russian business, control bodies need to more actively implement a risk-based approach to conducting inspections. The Prime Minister also noted a significant increase in the number of preventive visits, with businesses themselves increasingly initiating them. The head of government also highly appreciated the results of the development of pre-trial settlement tools.

At the end of May, business ombudsman Boris Titov reported that the number of business inspections in Russia at the end of 2022 decreased by 70% to 292,000. This record low figure is due to the introduction of a moratorium on inspections and control and supervisory activities, Titov noted. In addition, the Ombudsman noted that departments began to use warnings more often in the total share of punishments. The figure increased from 22.49% to 41.7%.

Later, Russian President Vladimir Putin during the St. Petersburg International Economic Forum (SPIEF) in June proposed canceling inspections of businesses that do not involve risks to humans. Following the forum, the head of state instructed the government, together with the Prosecutor General’s Office and the Ministry of Internal Affairs, to develop legislative amendments that would exempt entrepreneurs from administrative fines by police officers, Vedomosti wrote.
