The government allowed Transneft to export petroleum products that were accepted for transportation before the export ban came into force, should from the Cabinet resolution.
A decree on temporarily stopping the export of gasoline and diesel fuel was signed on September 21. According to the document, the restrictions did not apply to goods that were accepted Russian Railways for transportation or for which an order for loading onto a sea vessel has been issued before the resolution comes into force. On September 23, the government made changes, adding this paragraph to the company “Transneft“
The Cabinet of Ministers also added two more categories that are not subject to the ban. We are talking about goods transported as supplies, as well as products exported for the operation and operation of water vessels, artificial islands, etc., over which Russia has exclusive jurisdiction. In addition, other points of the resolution were clarified.
September 22, a representative of Transneft reported TASS that the company stopped loading diesel fuel for export at the ports of Novorossiysk and Primorsk, which arrived there via the South and North oil product pipelines.
The government introduced a temporary restriction on the export of motor gasoline and diesel fuel “to stabilize fuel prices on the domestic market.” According to the Cabinet of Ministers, the measures will “saturate” the fuel market, and this should lead to a reduction in its prices. The Ministry of Energy stated that the ban was introduced indefinitely.
