The authorities will discuss the possibility of porting mobile numbers between regions

The Radio Research Institute (NIIR) sent an application to the Ministry of Economy for organizing an experimental legal regime (EPR) for the transfer of telephone numbers between regions. As part of the EPR, it is planned to create a pilot zone with two telecom operators – Tinkoff Mobile and SIM Telecom. MegaFon opposed this idea.
The initiative was announced RBC representative of NIIR and Tinkoff Mobile. We are talking about the principle of MNP (mobile number portability) that has been in force in Russia since 2013 – the ability to switch from one mobile operator to another while maintaining your number. This principle applies between operators operating in the same region.
According to NIIR General Director Oleg Ivanov, the purpose of the experiment is to ensure the transfer of numbers within the whole of Russia. They acknowledged that the introduction of MNP between regions “may lead to an increase in the cost of a call to a ported number by several kopecks per minute, as well as tariffs for subscribers.”
A representative of MegaFon said that the company does not support the initiative, because it “may lead to an increase in fraudulent calls and negatively affect the cost of billing for subscribers for long-distance and inter-operator calls.” Rostelecom said that the proposal “requires a clear study in terms of changing the rules for working with the numbering capacity of regions and technical settings.”
RBC’s source in another Big Four operator claims that the introduction of MNP between regions will require a significant upgrade of fixed-line networks. Another interlocutor of RBC in the market said that the implementation of the initiative may require the refinement of systems of operational-search activities (SORM).
At the same time, another interlocutor of RBC assures that the participants in the experiment requested the position of the FSB, and the department stated that additional SORM equipment would not be required. However, the FSB noted that the minimum period for porting a number between regions should be at least 15 days. Now within the region, you can port a number at least eight days in advance, but NIIR intends to reduce this period to one day.
