The Russian government suspended the PND in March 2022. Instead, it adopted temporary rules that are valid until July 1, 2023. According to a Kommersant source, the authorities intend to return to the PND from 2024, but they plan to take into account all the decisions enshrined in the temporary rules. This, in his assessment, will lead to a full convergence of the IPA and the provisional rules.
That Russian Railways proposed to extend the suspension of the PND, Oleg Belozerov, the general director of the monopoly, said in mid-February. According to him, it is important to do this “taking into account the introduction of priorities for the timber industry complex (TIC)”. How wrote then Vedomosti, the extension of the moratorium will allow the company to earn another year on more marginal cargo.
