Telecom operators checked almost half of corporate subscribers

In the first seven months of this year, telecom operators sent more than 17 million requests to verify the accuracy of subscriber data, Roskomnadzor told Kommersant, citing data from the Ministry of Internal Affairs. The department noted “increased efforts by telecom operators to bring their databases in line with the requirements of the law to combat illegal SIM cards.” Two sources of “Kommersant” in large telecom operators specify that so far they have disconnected only “fractions of a percent” from their subscriber base – those who have not passed the ESIA check.
In 2021, the subscriber base of mobile operators in Russia amounted to 259 million active SIM cards, according to TMT Consulting. According to TelecomDaily, in Russia there are about 35-40 million corporate subscribers of mobile SIM cards.
Amendments to the law “On Communications”, which regulate the circulation of gray SIM cards, oblige businesses to register data about end users in the Unified Identification and Authentication System (ESIA) of the State Services portal. Operators can provide services only to subscribers who have passed identification. To check the compliance of the information specified in the contract, the operator can send a request to the ESIA. If the information about the subscriber is unreliable, then the operator is obliged to disconnect it.
The fulfillment by operators of these requirements is monitored by Roskomnadzor. In addition, the department, together with the Russian Ministry of Internal Affairs, regularly conducts control measures: since 2018, Roskomnadzor has seized more than 423 thousand gray SIM cards, 152 thousand of them this year, the department specified. Currently conducting inspections, identifying gray SIM cards and bringing telecom operators to legal liability limited established moratorium on inspections of legal entities.
