Taxi drivers will be asked to leave their yards – Kommersant FM

The Ministry of Internal Affairs supported the ban on taxi parking in courtyards. This initiative was introduced in the Duma in August, explaining it by the fact that “yards and public parking lots are for citizens, not for entrepreneurs.” They noted that taxis should not stop or park near houses for more than half an hour. Currently, special taxi stands cannot be created in residential areas. But the law does not prohibit simply leaving cars there. The proposal by Deputy Speaker of the Duma Boris Chernyshov could be regarded as a slogan before the elections of the mayor of the capital, in which he participated. But the vote passed, and two weeks later the Ministry of Internal Affairs responded to the initiative. With the wording “we support it conceptually, but we need some elaboration.”

Kommersant FM’s interlocutors agree that free parking spaces are a big problem in many areas. But the owner of the taxi company, Sergei Trifonov, cannot believe that taxi drivers will not be able to leave their cars under their houses, and the majority do just that:

“A person rents a car, he undertakes under the contract to store it, for example, in a guarded parking lot. And if an individual entrepreneur opened an individual entrepreneur, made a license for himself, he has one car, and where do you order him to park it? It turns out that if the driver came home to have lunch and rest, then he cannot park the car at his house, since in half an hour the Ministry of Internal Affairs will arrive and evacuate it. Some kind of nonsense. And at the same time, they are fighting to ensure that the taxi driver does not overwork. How?”

As planned, parking or parking for longer than 30 minutes will be punishable by a fine and towing. Moreover, recording a violation by an inspector is not necessary; vigilant neighbors, users of the Moscow Assistant applications and others will certainly help.

A potential fine of several thousand rubles completely covers the daily income of the average taxi driver. Probably only business class drivers will not suffer. It is expected that licenses will be issued to companies and individual entrepreneurs only if they have their own or rented parking. Vice-President of the National Automobile Union Anton Shaparin doubts that this is possible:

“The infrastructure for parking taxis is completely absent. Apart from the adjacent areas, there is nowhere to park them. What do they come from? That before, once upon a time there were dedicated taxi depots, people who were employed there would come to work and pick up a car. The taxi industry has changed since then; such parks do not exist in nature.

If we introduce a ban, then we will be faced with the fact that taxis will disappear as a form of transport, because there will be nowhere to park them. The only way to solve the problem is to increase parking space.”

Kommersant FM’s interlocutors talk about the dire consequences for the industry in the event of a ban on parking in courtyards. But in the future, its implementation is quite realistic, says Petr Shkumatov, coordinator of the Blue Buckets movement. It seems that the authorities are thinking about changing the taxi market completely, notes Kommersant FM’s interlocutor:

“The new taxi law is written in such a way that the form of self-employment is not very welcome. But for some reason the shape of the taxi fleet is painted in great detail.

If we talk about a global trend, the fine that self-employed people can receive for parking their taxi cars in yards fits into the logic of consolidation of the passenger taxi industry and the transition to a conglomerate of several huge taxi fleets. And if we talk about the cost, it will increase even more.”

It is interesting that the same deputy who proposed banning taxi parking in courtyards two weeks ago asked the government to postpone the introduction of the law on taxis precisely because of rising prices for trips. Just since the beginning of the year in the capital, they have risen in price by 15%, to an average of almost 500 rubles.
