According to RIA Novosti, Ural Airlines was given two weeks to sign an agreement with NLC. According to Vedomosti, we are talking about those flights that the airline did not use. Carriers that can obtain these approvals can operate flights “depending on demand and their own capabilities.” The newspaper’s source said that approvals are being transferred until Ural Airlines has a fleet to carry them out. “The Urals cannot answer the Federal Air Transport Agency on what date they will start flying in these directions. Therefore, some of the rights were transferred to other operators,” added Vedomosti’s interlocutor.

According to Kommersant’s information, the delay in the re-registration of Airbus Ural Airlines and iFly aircraft into Russian ownership is due to more stringent requirements that the authorities impose on private airlines. Until now, the only company that has been able to complete the settlement of 49 aircraft at the expense of the National Welfare Fund is Aeroflot. According to Kommersant, private carriers were offered leasing with the payment of a deposit of 30–40% of the cost of the aircraft, the obligation to annually spend part of the net profit on their purchase and ultimately receive ownership of the aircraft. Deputy Minister of Transport Igor Chalik declaredthat private airlines have the same conditions for purchasing aircraft from foreign lessors as Aeroflot.
