The Russian shipyards of the United Shipbuilding Corporation (USC) do not have enough funds to complete the construction of fishing vessels under the state program “quotas for keel”. This was told to Vedomosti by sources at USC shipbuilding enterprises and in fishing companies. The total volume of the liquidity deficit, which arose due to the growth in production costs, is estimated at 40–70 billion rubles.

One of the interlocutors of Vedomosti clarifies that at meetings in the Ministry of Industry and Trade in early 2023, it was about the amount of 42 billion rubles. This is the sum of the deficit of funds for only three large plants in the North-West that are part of USC – Admiralty Shipyards, Severnaya Verf and the Vyborg Shipyard, a source at one of the shipbuilding enterprises specifies. In general, throughout the company, according to him, we are talking about almost 70 billion rubles. This is exactly how much the Association of Shipowners of the Fishing Fleet previously asked the Ministry of Industry and Trade to complete the construction of ships (Vedomosti wrote about this on December 20, 2022). The Association proposed to use concessional lending measures to raise funds.
