Large Russian banks note the clear dominance of the Central Bank’s system of fast transfers (SBP) by phone number over card-to-card transfers. The share of the first significantly exceeded 50%, and for some players it reached 90%. At the same time, according to the statistics of the Central Bank itself, for the sector as a whole, the share of transfers via FPS accounts for less than 20%. Experts explain this by the position of the largest player, Sberbank, which uses its own transfer system and does not disclose data.
As Kommersant found out, for the majority of large Russian banks over the ten months of this year, the transfer of funds by citizens through the SBP, both in quantity and in volume, has become the dominant method of moving funds.
So, according to Mikhail Shchipkov, the business leader of the payments and transfers direction of the Ezhednevny Banking tribe of Otkritie Bank, the share of SBP in terms of the number of transfers of private clients was 93%, and in terms of volume – 92%. “Our share of transactions through the SBP is 85% of all transfers of individuals,” says Mikhail Bakhirkin, head of the e-business service at Post Bank. In Alfa-Bank, SBP accounts for more than 80% of clients’ transfers, both in terms of quantity and volume. In PSB, the share of SBP transfers reached 85% in October, Olga Aleksyuk, head of the center of competence for innovative digital business technologies of the bank, told Kommersant. According to Elena Petrova, deputy chairman of the board of Russian Standard Bank, transfers through the SBP are more than 1.5 times higher than transfers by cards. In Gazprombank, the share of transfers through the SBP is about 70% and is “constantly growing”.
VTB says that by the end of the year the share of operations through the SBP will exceed 80%. Since the beginning of the year, the bank added, it has grown from 50% to 73%, in October the volume of transactions exceeded 172 billion rubles, and the number – 33 million. operations,” says Svyatoslav Ostrovsky, a member of the VTB board. According to the head of “Tinkoff cashier” Sergey Khromov, the share of transfers through the SBP in October amounted to 68%.
Nevertheless, according to the statistics of the Central Bank, according to the results of the second quarter, the volume of transfers from card to card is still about six times higher than transfers via the FPS – 17.8 trillion rubles. against 2.9 trillion rubles.
There are no statistics on card transfers for the third quarter on the Central Bank website yet, but experts do not expect radical changes. In their opinion, the low share of SBP transfers in the system as a whole can be explained by the fact that Sberbank (106 million private active clients; the bank did not respond to Kommersant’s request) prefers the development of card transfers and is skeptical about SBP.
The head of the board of the Financial Innovations Association, Roman Prokhorov, explains that Sberbank has held and continues to hold a dominant share in transfers between individuals. “For intra-bank transfers, the bank’s own systems can neutralize the advantages of the SBP,” the expert emphasizes. “And only the digital ruble can fundamentally change the situation, when all transfers will go between wallets on the balance sheet of the Central Bank.”

At the same time, some bankers who are actively developing and supporting the SBP are talking about the need to modify its rules. Thus, Mr. Khromov considers it necessary at the regulatory level to secure free transfers for any amount between the accounts of one person in different banks, since clients “should be able to freely dispose of funds, regardless of which banks they have accounts with.”
The bill, which proposes to make free transfers on one’s accounts, including through the SBP, up to 1.4 million rubles, was submitted to the State Duma back in the summer (see “Kommersant” dated July 8). Many representatives of the banking community accepted the idea without enthusiasm, emphasizing that if the operation becomes free for the client, then the bank itself will continue to bear the costs (see “Kommersant” dated September 20). This problem was temporarily solved in the FPS: at the end of February, the Bank of Russia zeroed out the tariffs for banks for transferring funds through the FPS, first until June 30, and then until July 1, 2024. Nevertheless, transfers in excess of 100,000 rubles at most banks remain paid – the commission is 0.5%, but not more than 1,500 rubles.
