The large-scale project of RZD City on the site of the Riga Freight Yard in the north-east of Moscow, where it was planned to place the headquarters of the holding, seems to have stalled due to the crisis. Now the company is looking for other options for accommodating its employees. According to Kommersant, Russian Railways is considering the possibility of occupying more than 200 thousand square meters. m in one of the Moscow Towers under construction in Moscow City. Annual rental payments there will exceed 7 billion rubles.

Russian Railways plans to rent space in one of the skyscrapers of the Moscow Towers complex, which can be completed in the Moscow City business center by early 2024, two sources told Kommersant in the real estate market. Another interlocutor of Kommersant knows that the state-owned company intends to occupy 220 thousand square meters. m. The total area of Moscow Towers is about 400 thousand square meters. m, of which 256 thousand square meters. m – office part. Russian Railways confirmed to Kommersant that they are analyzing the technical and financial parameters of a possible placement of the holding’s employees in Moscow Towers. The new headquarters of the company can accommodate 18 thousand employees of the central office, branches and subsidiaries in Moscow.

Initially, the site under Moscow Towers belonged to the Moscow City Hall, but in 2011 the rights to rent it for 7.22 billion rubles. bought the structure of “Kievskaya Ploschad” God Nisanov and Zarakh Iliev. Six years later, it became known that an unnamed financial partner was involved in the project, while the structure of businessmen remained the general contractor for the construction. The ultimate owner of Moscow Towers is still not officially known.

Over the years, the media reported that the future skyscrapers of the complex became the property of the shareholders of SMP Bank Arkady and Boris Rotenberg, and then Grigory Baevsky, who was mentioned in the list of bank affiliates in 2016. Yesterday, a representative of the Rotenbergs told Kommersant that the businessmen are not and have never been beneficiaries of Moscow Towers or any other real estate in Moscow City.

The intention of Russian Railways to move to Moscow City differs from the plans announced by the holding back in 2020 to build a headquarters on the site of the Riga Freight Yard (RGD) in the north-east of the capital. According to the project, called “Russian Railways City”, 457 thousand square meters should appear. m of new offices, of which 218 thousand square meters. m it was planned to accommodate more than 10 thousand employees of Russian Railways. According to independent expert Andrey Novikov, the construction of the RGD is a lengthy process and, perhaps, the holding decided not to wait for the completion of the project and to consolidate the staff in one place right now. Kommersant’s source in the real estate market does not rule out that the development of the Riga Freight Yard may be suspended due to the crisis.

Russian Railways says that building its headquarters was “the most efficient option” in 2020, but given the “recent changes in the commercial real estate market of the capital and the situation in the construction industry,” the holding began to work out an alternative option with office space.

If Russian Railways enters into a contract for the lease of office space in Moscow Towers, this will be the largest deal on the market in many years. The last significant deal in this segment was closed in 2020, when Tinkoff signed a lease agreement for about 78 thousand sq. m. m in AFI Square near Belorussky railway station. There are few such large tenants that can occupy the entire business center in Moscow, says partner Ricci | Offices” Dmitry Zhidkov.

According to Ksenia Kharkevich, director of the office real estate department at ILM, the cost of renting in Moscow Towers could be 35,000 rubles. for 1 sq. m. Thus, the annual fee for the headquarters of 220 thousand square meters. m will exceed 7.5 billion rubles. But taking into account the lease of a large amount of space, a discount is possible, the expert does not exclude. Among other things, Russian Railways will have to allocate at least another 15.4 billion rubles. for interior decoration in Moscow City. The average cost of these works, according to Ekaterina Belova, head of the department for working with office premises at IBC Real Estate, reaches 70 thousand rubles. for 1 sq. m.
