Russian Railways reduced the coal export quota for regions by 10% – Kommersant

Russian Railways (RZD) have agreed with the regions to export about 100 million tons of coal in the eastern export direction in 2024. This was reported by press service RUSSIAN RAILWAYS. In 2023, 111 million tons of coal were to be exported in this direction.

“Russian Railways have entered into agreements with the regions on the export of about 100 million tons of coal in the eastern direction in 2024,” says the Russian Railways statement. It is noted that the decision was made in accordance with government measures to ensure stable operation of the coal industry and the balance of Russian Railways freight transportation.

The following quotas have been established for the regions for the export of hard coal in the eastern direction: 54.1 million tons from Kuzbass, for Yakutia – 26.3 million tons, for Buryatia – 8.5 million tons, for Khakassia – 6.5 million tons, for Irkutsk region – 3.3 million tons, for Tyva – 0.65 million tons.

This month, the head of Russian Railways, Oleg Belozerov, proposed changing the tariffs for coal transportation, changing the tariff class of coal from the first and cheapest to the standard second. According to experts, on average, transportation of second-class cargo is 2.3 times more profitable for Russian Railways. In this case, the margins of coal companies may fall by 20–30%, and some export routes may close.
