Russia to cut diesel exports by a quarter due to refinery maintenance – Kommersant

Russia is going to cut diesel fuel exports from key ports on the Black and Baltic Seas by a quarter. This comes amid seasonal maintenance at oil refineries and government efforts to keep diesel fuel inside Russia amid rising domestic prices. This was reported by Bloomberg with reference to the loading plan.
According to Bloomberg, in September, loading of diesel fuel from ports on the Black and Baltic Seas, including several shipments from Belarus, will amount to 1.874 million tons, which is 25% less than in August. Daily loading in September will decrease to 466 thousand barrels per day (b/d) versus 600 thousand b/d in August.
It is planned to supply 1.11 million barrels through the port of Primorsk on the Baltic Sea versus 1.64 million in August, and 236 thousand in Vysotsk versus 295 thousand in August. Deliveries through the port of Novorossiysk on the Black Sea will drop to 528 thousand from 561 thousand in August.
At the end of September, diesel fuel loading will reach its minimum values since May 2023. At that time, seasonal technical work also took place at Russian refineries, Bloomberg notes.
The loading plan reflects data only on diesel supplies to ports via pipeline. A small amount of energy can be delivered by rail, writes Bloomberg. Actual delivery volume may vary depending on weather and demand from foreign customers.
In August, the cost of diesel fuel in Russia increased by 18.5% against the backdrop of the depreciation of the ruble. In September, exchange prices for diesel continued grow. Russian Deputy Prime Minister Alexander Novak said that the government is working on measures to stabilize the situation on the fuel market. According to him, a list of companies that will be allowed to export fuel will soon be compiled.
