Russia is not going to punish for using blocked VPNs – Kommersant

Russian Minister of Digital Development, Communications and Mass Communications Maksut Shadayev said that the Russian Federation is not going to introduce liability for the use of VPN services blocked for failure to comply with the requirements of Russian legislation. He said this at the Kazan Digital Week forum, answering a corresponding question, reports Interfax.
Mr. Shadayev recalled that VPN services are currently being blocked in Russia if they do not comply with the requirements to filter traffic from information prohibited in the Russian Federation.
Previously it was reported, in particular, that the services ExpressVPN, Nord VPN, Hola!VPN, IPVanish VPN, KeepSolid VPN Unlimited, Speedify VPN were limited in Russia. Users also reported about failures in OpenVPN, WireGuard and Terona.
Roskomnadzor received the right to selectively block programs that allow users to access sites banned in the country bypassing blocking (VPN services) several years ago. At the beginning of September, the Ministry of Digital Development published a draft resolution according to which the department as a whole will be able to block sites with information on ways to bypass blocking. September 18 Roskomnadzor developed draft order on the criteria for banning the distribution of materials on the Internet with information about bypassing blocking. The department proposes to begin applying the criteria on March 1, 2024.
