Russia has reduced its November oil export plan from Western ports – Kommersant

Reuters, citing two industry sources, reported that Russia had cut its November oil export plan from Western ports from 2.3 million barrels to 2 million barrels per day. According to the agency, this is due to companies’ plans to increase the load on refineries, which will reduce the volume of raw materials for export.

According to Reuters calculations, the retirement capacity of Russian refineries in November is planned at 1.737 million tons. In October, the figure was 4.915 million tons. Total shipments of Urals, KEBCO and Siberian Light oil from the ports of Novorossiysk, Primorsk and Ust-Luga will amount to 8.42 million tons in November compared to 9.9 million tons in October, writes Reuters.

One Reuters source noted that “nobody knew” the timing of the temporary ban on fuel exports imposed by the government in September, so the shipment plan was “changed several times.”

A temporary restriction on the export of gasoline and diesel was introduced on September 21 to stabilize the domestic market. On October 6, the ban was partially lifted subject to the export of diesel fuel through pipelines to seaports for producers and no more than half of the total output.

According to Kommersant sources, at a meeting led by Deputy Prime Minister Alexander Novak, held on November 4, the Ministry of Energy was instructed to develop criteria for further lifting of restrictions. Today, November 8, Russian Energy Minister Nikolai Shulginov reportedthat the government is discussing the possibility of lifting the ban on the export of AI-95 and AI-92 gasoline.
